Luther L. Burtenshaw came to Council in 1901. He became a key leader in organizing the town and creating Adams County.

He and his wife, Nettie, had one child, a son named Edward.

Edward was Council's first graduate from Council High School.

Edward died of the flu while in the Army in Europe during WWI.

His funeral was one of the biggest ever held in Council.
